Richmond permit and WorkSafeBC compliance
Richmond's Building Approvals Department administers demolition and building permits and, under Bulletin BUILDING-56, requires hazardous materials documentation for buildings constructed before 1990 or where hazardous materials may be present. At building permit submission the City requires a Hazardous Materials Declaration signed by a Qualified Professional, a Hazardous Materials Inspection Report, and a Post-Abatement Inspection Report (clearance letter), and staff may request proof of WorkSafeBC compliance before issuing permits or providing inspection services. The bulletin defines hazardous materials as asbestos-containing material, lead and other heavy metals, and toxic, flammable or explosive materials under OHS Regulation applicable WorkSafeBC requirements, and a Notice of Project listing hazardous materials must be submitted to WorkSafeBC before demolition begins.
