The City of Surrey requires a demolition permit for every building, issued by the Building Division under the Demolition Waste and Recyclable Materials Bylaw No. 19453. Hazardous materials, including asbestos and lead, are excluded from the demolition waste diversion estimate and must be identified, removed and disposed of by trained professionals in accordance with WorkSafeBC and BC Ministry of Environment requirements before demolition proceeds. Applicants pay a non-refundable 250 dollar program administration fee plus a refundable 5,000 dollar waste diversion deposit, returned in full when at least 70 percent of demolition and construction waste is diverted from landfill. Province-wide, Applicable WorkSafeBC requirements have required trained-professional hazardous-material identification before covered demolition or renovation work since February 1, 2015 under B.C. Reg. 199/2014.
