The City of Coquitlam issues demolition permits through its Building Permits Division and states that it is the responsibility of the building owner and employer to ensure all asbestos-containing materials are inventoried and risk assessments completed before demolition. A 2017 BC Government factsheet names Coquitlam and Port Coquitlam among only five BC municipalities that require the asbestos survey to accompany the demolition permit and be made available to WorkSafeBC officers, which makes the Tri-Cities one of the most explicitly survey-gated markets in the region. In Port Coquitlam the submitted documents must comply with the Hazardous Waste Regulation and Environmental Management Act, asbestos must be identified and documented, the applicant must register a WorkSafeBC Notice of Project, and a WorkSafeBC Clearance Letter plus a pre-demolition inspection are required before full demolition proceeds. Port Moody handles building removal through a Deconstruction permit and a required waste management plan, with asbestos governed by the provincial WorkSafeBC regime rather than a named municipal survey. Across all 3 cities, Applicable WorkSafeBC requirements have required trained-professional hazardous-material identification before covered demolition or renovation work since February 1, 2015 under B.C. Reg. 199/2014.
