The City of Delta issues residential demolition permits through its Application Centre, and its Residential Demolition Permit guide directs owners to WorkSafeBC and the Occupational Health and Safety Regulation to determine whether a hazardous materials assessment is required before demolition. Under applicable WorkSafeBC requirements, a trained professional must identify hazardous materials before covered demolition or renovation work, and buildings built before 1990 are presumed to contain asbestos until a survey proves otherwise.
