What the service covers
applicable WorkSafeBC requirements covers more than asbestos and took effect in its current hazardous-material identification form on February 1, 2015. The survey scope follows the building, work area and materials that the renovation or demolition will disturb.
Bulk sampling of suspect pre-1990 materials, including compounds, flooring, insulation and cement products.
Paint, coatings and dust assessed where the building age and planned work create an exposure concern.
Surface and air sampling where water damage, visible growth or renovation exposure requires confirmation.
Thermostats, switches, lamps and older components identified within the planned work area.
Fluorescent ballasts, electrical equipment and other legacy components considered under the survey scope.
Concrete, masonry, tile and drywall flagged so contractors can plan the correct dust controls before cutting.
Building conditions in North Vancouver
The North Shore's 1950s to 1980s homes typically hold vermiculite and Zonolite attic insulation, drywall joint compound, textured ceilings and vinyl floor tile, plus pipe and duct wrap in furnace areas. The older heritage stock of Lower Lonsdale and Grand Boulevard adds plaster and stucco wall systems and asbestos cement siding.

North Vancouver permit and WorkSafeBC compliance
North Vancouver is two municipalities with different mechanics. In the District of North Vancouver, the Building Department follows WorkSafeBC Guideline G6.1-1, requiring a trained-professional hazardous materials survey for buildings built before 1990 before any demolition or renovation, and for renovations the owner or contractor must submit written confirmation by a trained professional that hazardous materials have been safely removed or contained before an inspection is scheduled. In the City of North Vancouver, the Planning and Development Department requires a Hazardous Material Assessment Report and a WorkSafe Notice of Project before the Manager's Approval to Proceed is issued, and a Hazardous Materials Clearance Letter must be presented before the demolition permit is released. For commercial and multi-residential demolitions the City additionally requires a Hazardous Materials Survey Report and a Clearance Letter completed by a qualified company confirming the asbestos identified on the Notice of Project has been properly removed.
Suspect hazardous materials are assessed before they are cut, drilled, removed or disturbed.
The inspection and sampling must be completed by someone qualified for the project decision.
The report makes each finding usable for permit, contractor and owner decisions.
Sampling, laboratory and report records form the evidence behind the next phase of work.

In the District of North Vancouver about 72 percent of occupied homes predate 1990, and in the City of North Vancouver about 56 percent do, among the oldest housing profiles in the region (City population 58,120, District population 88,168 in 2021).
